Sturdy Energy is probably #2, because even though you can get it on armor as well, the opportunity cost is lower on shields, due to their reduced perk pools. WebSo luck is just about useless, but one of the few places it does influence things is that there's a 4% chance for a shield,48 weapon 48 armor. But 50% Luck will push that to 9% shield.
