Loosen the lock nut and screw the yoke until the holes align, then lengthen the rod by one more turn of the yoke to compensate for wear. Install the pin and tighten up the lock nut. We replaced the Bumper spring, governor gasket and rebuilt the carb. It idles down to about 500 rpm but on high idle, when I pull on the governor rod to increase the rpm it comes back instantly ( no surges). Is the bumper spring too tight? Thanks!!
