The 3090 is faster at ray tracing and supports DLSS, though the benefit from upscaling on top end hardware is limited. I don't think there is a really compelling argument for switching based on performance.

Clock speed gets you a few more frames, but in real world use, frame rate is defined by your gpu and resolution more than anything else.
